I always thought it was any oscillator that creates "non traditional" waveshapes.
So two oscillators plus a mixer to mix waveforms together to create new shapes, then you have a "complex" oscillator.

I think most people associate it with Buchla type FM/waveshape circuits,
but I think all the possibilities already exist in a modular to create "complex" waveshapes.
The Buchla 259(not e) is pretty good example of "complex" but there have been several oscillators
inspired by that concept throughout the decade that do it well too.
