16V sounds reasonable to me. Most of the power supplies that I use are rated around 1 amp or so, so I just use a large zener diode across each output proceeded by a fuse. A LED and resistor get hooked up across the zener to indicate power and fuse status. It's a very crude system and I'm sure that others here can recommend a better solution.
Because you are using a 5 amp power supply I would recommend an SCR or other power device type crowbar instead to deal with the extra current. I would definitely fuse the DC output rails of a 5 amp supply as well, and a LED for each rail can be really handy. Don't worry, "too many amps" is usually a good thing, not a problem.
