Yep, if you want one pattern or the other pattern, I can see how OR logic might seem like the right choice, given the name. Probably the best way to get there is with switching.
A simple 2:1 voltage controlled switch might work well here, since you could control the switch with either an analog signal (LFO, slowly moving chaos signal, etc) or with a digital signal (output of some probability gate sort of thing).
