If you're making a new module, I'd recommend using a "power supervisor" chip for this reason. They're small and cheap and just wait for the Vdd to come to a threshold you choose by P/N (2.9V, 3.0V, 3.1V, etc..) and after a prescribed amount of milliseconds, issues a reset pulse to the MCU.
For existing designs where somebody didn't include such a thing, there's a lot less you can do. From what I understand, STM32s are particularly sensitive to this.
