I just tried my Monotron Delay, hadn't been turned on for ages, It too was low-volume and without delay. I replaced the two C17 and C26 aluminium electrolytics 10uF caps, luckily I had some spare, left over from a MI clone build. It fixed it!I've just fixed this issue on my Delay. Capacitors C17 and C26 had both gone bad (both measured <4uF, against nominal 10uF), and replacement has brought the volume up. I suspect some of other electrolytics could do with replacement too.
C17 and C26 are the small capacitors between the time/feedback pots and cutoff/time pots.
