I wouldn't call those "voltage dividers" - you're injecting 12V into the slider of a pot that's (almost) grounded at each end. A normal voltage divider would connect the two ends of the pot to 12V and ground, and take the output voltage from the slider. Connecting to 12V through an extra resistor would reduce the maximum voltage, as you require.
Also the 3900 an unusual beast, and I don't know how it behaves as a voltage follower. As guest suggests, you could replace those with an 074.
