Well, this is not the 250, but we put a pulse-to-midi clock algo into the 2EM a while back.
The 2EM is a 10 channel CV to midi encoder and was primarily designed to capture voltage, turn it into CCs and control an Eventide H9 with that.
But Franck Graziano, the mastermind behind Evenmidi, then added the option to set Input 9 to output clock instead of just another CC.

The idea was not to get something ultra precise but interactive as it recalculates the pulse frequency multiple times per second.
If you set your midi clock to a static value you will always get drifts, especially on analog gear.
But if it gets recalculated it will catch the drifts and resync
I am sure you can find other software as well if you dedicate an audio output to produce a frequency and do some calculations...Max for example.
