I would replace the "pulse => PLL => divider => R2R" part by a "ATMEGA8535 => SPI-DAC" solution though, knowing, that you would need another micro controller plus software. Your proposal would be more discrete of course.
My proposal is based on the experience I made with scanning pulses with an ATMEGA8535 and creating control voltages dependent on the detected frequencies in my AUTOTUNE project. The created control voltages could be replaced by saw creation easily.
