I would recommend buying some kind of preconfigured system, either new or used. You usually save a bit of money compared to buying bit by bit, and you get some kind of decent place to start from. Many euro manufacturers, starting from doepfer, have offered choices of preconfigured systems. Personally, I bought a small used system and then expanded it. Sometimes people selling used gear don't want to split their system up and want to sell it all at once to reduce hassle, and then you can get a really good deal if what they are selling is close to what you want.
Another thought, it's not worth obsessing over details like "this vco or that vco" etc, just get basic things and start making music and after a while you will start to know what you feel is missing.
