Bit of a weird question for the 266t, but is the left light on the stored random voltages always supposes to be on until pulses are fed into the inputs? When I turn on my case it's always on until I patch the inputs

With the probability turned up so high, the likelihood is yes. If you were to turn that knob all the way down, it would be less likely. With nothing connected you should be able to adjust that knob and see the light adjusting.
