You’re correct—the minimum index value on the 360, Touché, 400, 259e,etc. is nonzero. I’m not sure the minimum scanning width, but Buchla seems to have chosen to not allow the possibility for zero index/silence in these instruments.

It is still useful of course!
Wondering if anyone can help clarify the role of sine wave multiplication in scanning the lookup table holding the polynomial transfer function?

It's my understanding that an index of 1 results in a spectrum that is equal to the harmonics and their amplitudes as define by the polynomials that generated the lookup table, at that reducing the index toward zero causes a continuous timbral change. It's noted in the Daniel Arfib 1978 paper that "loudness is also a function of the index". Exploring this technique in Pd demonstrates that an index of zero leads to a silent output, since there is no scanning/movement taking place.

With the 259e, this is not how the WARP control behaves, since it always starts at an audible point. Is it simply the case that the index is starting from a nonzero point?
