I opened it up and it doesn't seem like the previous owner shorted it. Will try soldering. Will I need a cable, or shall I just connect the 2 points with solder, since they're quite close?That looks like it’s configured as a full-normalled patchbay from the factory, and you have to short the switch contact to the tip contact on the top jack, to make it half-normalled. So, yes, solder a jumper. Maybe start with one, and see if you are getting the expected behavior.
BTW, don’t be surprised if you get ground loops with this kind of patchbay. Depending on your luck, what equipment you are using, and the patches you are making, you may be just fine, but it’s something to be aware of.
