I have the same problem with the clarity of the schematics.
We do need the VCC volts for the CPU and also be sure it's 0v on the Vss pin.
Pin 7 "PR" needs to be 0v for the CPU to run.
Incidentally, the sequencer won't run without the Tempo clock, and that does use the +5v, but it looks like it should tolerate a higher voltage anyway.
