i have had good experiences with a pair of cross-tweezers to hold components in place.also not a replacement for a real pcb assembly frame, but very useful:
blu tack / poster putty is great for holding in dip sickets/headers etc!
Of course this works only for smaller boards or near to the edges but i did not have any problems so far
