Oh no the AS3280 is not just a LM13700 without darlingtons. It's an actual clone as the CA3280 and they perform the same.

And you're right, the CA3280 was kind of the cadillac of OTA chips. It has the best diode linearization scheme of the bunch, making it have less distortion and better linearity and potentially less noise, but for whatever reason the tides of time made the CA3280 go obsolete and the old LM13700 stuck around.

BTW, the LM13700 is essentially quite literally 2 CA3080s glued together with the buffers added on the extra 4 pins. It's the 3280 that is the standout difference.
